The storm sewers are aligned with your cycling direction. Rather than turning them 90 degrees, Wellington put up a sign to warn you. Normal tires likely won’t get stuck in them, but tubes might. I guess it is a matter of cost, but is a bit like the helmet discussion. Rather than solving the problem, you put up a sign, so you can’t be sued.
